BIS Registration scheme is basically voluntary in nature. However, for a number of products compliance to Indian Standards is made compulsory by the Central Government under various considerations viz. public interest, protection of human, animal or plant health, safety of environment, prevention of unfair trade practices and national security. 

For such products, the Central Government directs mandatory use of Standard Mark under a License or Certificate of Conformity (CoC) from BIS through issuance of QCOs. 


Products Covered 

1. Electronics and IT Goods under ‘Compulsory Registration Scheme’ for Self Declaration of conformity-Notified by Ministry Of Electronics And Information Technology

2. Solar Photovoltaics, Systems, Devices and Components under Compulsory Registration Scheme- Notified by Ministry Of New and Renewable Energy

3. Low – Voltage switchgear and control gear-Notified by Ministry Of Heavy Industries And Public Enterprises

4. List of chemicals notified by Ministry of Chemicals and Fertilizers.


To be precise, 79 categories of products have been covered under CRS till now, 63 of which were added by MEITY, five by MNRE, and eight by MHIPE. Process of BIS Registration under Compulsory Registration scheme


BIS Compulsory Registration Scheme (CRS)

The Ministry of Electronics and Information Technology (MeitY) notified the Compulsory Registration Scheme (CRS) in 2012. It passed the ‘Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012’ for 15 categories of electronics items. However, it added more electronic and information technology goods under the CRS subsequently.

Under CRS, the manufacturers of the products listed under the CRS have to obtain the BIS certification for those products mandatorily. As per the 2012 order passed by MeitY, a person cannot manufacture, distribute, or store goods for sale or import that do not conform to the Indian Standards specified in the order and bear the standard mark with a BIS unique registration number.


Please note the steps involved in the BIS registration process –

1. Registration on BIS portal to get Log in credentials

2. Testing of products (sample) in the BIS recognized lab

3. Submission of application

4. Scrutiny of Application & Test report by BIS

5. Submit Affidavit to BIS

6. Grant of License


Required Documents

  • Product details (PCB Layout, User manual, Critical component List)
  • Test report Conformity by third party testing laboratory of product samples.
  • Legal address proof of manufacturing unit along with the scope of business activity.
  • Trademark Registration copy (Brand Name)
  • KYC Documents of Authorized Indian Representative (AIR), In case foreign manufacturers


BIS Registration (CRS) Timeline

For the First Lead Model:  20 to 25 working days.

For subsequent lead model (Inclusion): 15 to 20 working days.

In case the documentation and conformity are not satisfactory or in any deficiency at the first instance, the BIS concerned official will communicate with you for the same with a rejection notice if the deficiency is not resolved within 30 days.


Validity of the BIS License

BIS Registration is valid for 2 years and it can be renewed subsequently. The BIS licence will be expired after 90 days from the validity date (2 years) if the renewal application and fee (including late fee) is not received from the licensee.


Testing Sample Return Policy

The tested samples have to be collected back after 3 months from the date of issue of test report. After 3 months, the lab reserves the right to destroy the sample as per its policy and no claim will be entertained afterwards.

Further, the sample may be partially or fully damaged during the testing. Lab or ERCS Private Limited will not entertain any claim regarding this.
