Notification for BIS for Stainless Steel Seamless and Welded Steel Pipes and Tubes (IS 17875 and IS 17876)


The iron and steel industry is called as the Mother of all industries.

Steel production and consumption are often considered measures of a country's economic development, as it is both a raw material and an intermediate product. So it would not be an exaggeration to say that the steel sector has always been at the forefront of industrial progress and that it is the foundation of every economy.


India surpassed Japan as the second largest steel producer in January 2019.

As of April 2022, India was the world's second-largest producer of crude steel, with an output of 10.14 MT. In FY22, the production of crude steel and finished steel stood at 133.596 MT and 120.01 MT, respectively.

In the wake of Self Reliant India Campaign (Aatmanirbhar Bharat Abhiyaan), Government has developed Integrated Economic Packages to pump money in the industry in order to develop and attain self reliance. 


The ongoing growth and consolidation of industry presents an opportunity to global players to enter the Indian market. It is essential for the manufacturers, traders and other important stakeholders of the industry to be updated and understand the relevant Government policies, and new notifications from BIS. As being updated and compliant with government rules and regulations plays important role in hazel free and smooth process at Customs, obtaining BIS Certifications and for similar operations.


As part of this Campaign, BUREAU OF INDIAN STANDARDS (BIS)  National Standards Body of India under Department of Consumer affairs, Ministry of Consumer Affairs, Food & Public Distribution, Government of India has published two new Standards IS 17875 (Stainless Steel seamless pipes and tubes for general service) and IS 17876 (Stainless-Steel Welded Pipes and Tubes for General Services) in November 2022.


This new IS 17875 and IS 17876 will be brought under mandatory ISI Mark Certification by BIS.



Rules and Regulations regarding raw materials for production of Steel pipes :


According to Ministry of Steel it is mandatory to use ISI marked raw material for the production of Steel pipes or obtain ISI mark on the produced Steel pipes. 

Is this statement right ?


The production of Stainless-Steel Seamless Pipes and Tubes; and Stainless-Steel Welded Pipes and Tubes have two alternating mandates :


a) Procured raw material should be ISI marked, OR

b) Raw material can be produced at the factory where establishment of Testing facility and the testing equipment – XRF Spectrophotometer is mandatory.


For production of Stainless Steel Seamless Pipes and Tubes for General Services (IS 17875); Stainless Steel Bars and Flats (IS 6603) can be used as a raw material.

For production of Stainless Steel Welded Pipes and Tubes for General Service; Stainless Steel plate, sheet and Strip (IS 6911) can be used as a raw material. 



Other BIS Steel Pipes Standards :


IS 6913: Stainless steel tubes for the food and beverage industry. This non-mandatory Stainless steel standard was published in 1973 and covers 4 steel grades as follows :

a) Grade 304

b) Grade 316

c) Grade 304 L (Low Carbon)

d) Grade 316 L (Low Carbon)


IS 1161 : Steel Tubes for Structural Purpose. This standard covers the requirements for hot finished seamless (HFS), and electric resistance welded (ERW) or high frequency induction welded (HFIW) steel tubes for structural purposes.


IS 3601 : Steel Tubes for Mechanical and GeneralEngineering Purposes. This standard covers four types of carbon steel welded and seamless tubes.


IS 1239 :Steel Tubes, Tubulars and Other Wrought Fittings Part 1: Steel Tubes. This standard ( Part I ) covers the requirements for welded and seamless plain end or screwed and socketed steel tubes intended for use for water, non-hazardous gas, air and steam. This standard is applicable to tubes of size 6 mm nominal bore to 150 mm nominal bore.



Steel Quality Control Order - 2020 order published by the Ministry of Steel, depicting the regulatory compliance requirement for the Stainless Steel Tubes and Pipes mandating all kinds of Steel Tubes under the purview of BIS certification. As per the Government of India Regulations, all the Steel Tubes and Pipes manufacturers are liable to have a valid ISI Mark certification as per the Scheme-I (Product Certification) of BIS (Conformity Assessment Rules and Regulations 2018, Schedule-II enacted by the BIS Act 2016).


All India first license of IS 17875 and IS 17876 is obtained by ERCS Private Limited for Venus Pipes Limited located at Kutch, Gujarat.
