Footwear Industry to Comply with BIS Quality Control Orders from July 1, 2023


Historical context shows that shoes have changed from a product to an image, an attitude and a lifestyle. Footwear industry towering heights:

 

         India is the second largest global producer of footwear after China, accounting for 13% of global footwear production of 16 billion pairs.

         India produces 2 billion pairs of different categories of footwear constituting almost equal percentage of leather and non-leather footwear.

         India is the third largest Footwear consuming country after China and USA with consumption of nearly 1.66 pairs while average global consumption is 3.0 pairs.

         There are nearly 15000 units engaged in manufacturing footwear in India with total turnover estimated at Rs. 50,000 crore including Rs 32,000 Crores for Domestic market and Rs 18,000 Crores for exports.

         The revenue in the footwear market in India amounts to 23.73 billion dollar in 2022. The market is expected to grow annually by 6.77% CAGR 2022-2027. The market's largest segment is the segment leather footwear with a market volume of 16.62 billion dollar in 2022.

 

In the wake of Self Reliant India Campaign (Aatmanirbhar Bharat Abhiyaan), Government has developed Integrated Economic Packages to pump money in the industry in order to develop and attain self-reliance.

The ongoing growth and consolidation of industry presents an opportunity to global players to enter the Indian market.It is essential for the manufacturers, traders and other important stakeholders of the industry to be updated and understand the relevant Government policies, and new notifications from BIS. The Bureau of Indian Standards (BIS) is the National Standards Body of India that develops and publishes Indian Standards, Implement Conformity Assessment Schemes, recognize & run laboratories for Conformity Assessment, Implement Hallmarking, Works for Consumer empowerment, Conducts capacity-building programs on quality assurance and represent the country in ISO & IEC.

        Under sections 16, 17, and 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Central Government is of the opinion that it is necessary so to do in the public interest, and after consulting the Bureau of Indian Standards, hereby makes the Order – 

Footwear made from Leather and other Materials (Quality Control) Order, 2022.



        As per this (Quality control) order, all the manufacturers of Footwears are obligated to bear the Standard Mark under a license from the Bureau in accordance with Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018
