The Bureau of Indian Standards restructured Scheme II (Compulsory Registration Scheme). It is renamed Scheme X. This scheme lists certain products including mechanically latched devices with electrical emergency stop features which will add to the authenticity of the products. A few low-voltage switchgear and control gear products are now enrolled under the BIS; therefore, the company can enjoy safety and quality.


Electrical devices known as low-voltage switchgear and control gear are applied to manage and protect electrical equipment and systems. In most applications, an emergency stop button accomplishes the mechanical latching function by activating a spring-loaded mechanism that causes a locking mechanism to be engaged. PREREQUISITES FOR OBTAINING BIS REGISTRATION for BIS Certification for Emergency Stop Devices


Manufacturers - A BIS license is issued to the manufacturer. Importers or Traders are not eligible to get a BIS Scheme X license. An importer can be an Authorized Indian Representative (AIR) of a foreign manufacturer license that will be issued to the Manufacturer.

Manufacturing Address – The manufacturer has to mention the same address in the application as mentioned in the Business License. A separate BIS Registration is required for a manufacturer with more than one manufacturing location.

Products - Each product Category/ Indian Standard requires a BIS Registration number. But if the same product category includes several models or series models, one Registration Number can cover all Series models of the same product category or lead model.


How to Get BIS Certification Under Scheme X For  Low–Low-Voltage Switchgear And Control Gear

Process for Domestic Producers:

Licensing and surveillance procedures are typically part of the BIS registration process. The following are the steps in the licensing process:


  1. Manufacturers use the BIS Portal to apply online.
  2. Product samples will be examined in a lab that has been approved by BIS.
  3. Send in a hard copy of your application, both online and offline, along with a sample of your test results.
  4. BIS officers' verification of the report.
  5. License issuance.


Process for International Manufacturers:


The Bureau of Indian Standards (Conformity Assessment) Rules of 2018 and the BIS Act of 2016 grant a BIS license to a foreign manufacturer under the BIS FMCS Scheme.


  1. Identify a representative from India who is qualified to advocate for a global manufacturer.
  2. Apply online.
  3. Get samples examined by a lab that has been approved by BIS.
  4. Verification of the application by BIS Official.
  5. Issuance of Licence.

 

DIRECTIONS FOR APPOINTED INDIAN REPRESENTATIVE (AIR) NOMINATION:


To receive a BIS Bureau of Indian Standards Scheme X Certificate, foreign applicants must designate an Authorized Indian Representative (AIR) for business operations in India. In India, unless they have a local office. As the local representative, AIR is in charge of handling the certification application submission and management and is accessible to respond to inquiries.


Foreign manufacturers must adhere to the following guidelines when designating an Authorized Indian Representative (AIR):


Case 1: International manufacturers maintain a branch office or liaison office in India: An AIR officer will be assigned to that liaison officer.


Case 2: The foreign manufacturer has neither a branch office nor a liaison office in India.

 

  • India is home to the owner or registered user of the brand or trademark mentioned in the article: The owner of the brand or trademark will be AIR.


  • The brand or trademark mentioned in the article does not have a proprietor or registered user in India: Other organizations or businesses will take over as the AIR.


Fees Of BIS Certification Scheme X in India

1.  The Bureau reserves the right to collect the fees in advance

2.  The manufacturers that are situated outside the territory of India shall bear all expenses, including the cost to the Bureau of the days spent by its certification officer(s) in connection with the inspection, audit, or evaluation at the manufacturing facility, testing laboratory or any other premises (from the time of departure from the place of posting till return thereto), and testing fee as the case may be, as decided by the Bureau.

3. The following concessions shall be applicable in respect of all types of fees mentioned in the above table, except for the application fee for grant of license or certificate of conformity and those collected on actuals:- 

(1) For small and medium scale enterprises, concession of 20%.

(2) For micro-scale enterprises, the concession of 80% for the initial three years from the date of this notification and an additional concession of 10% on the fees applicable to small and medium-scale enterprises. 

(3) For start-up enterprises, the concession of 50% for the initial three years from the date of this notification and as per its applicable micro, small, or medium scale categories.

(4) For women entrepreneur enterprises, the concession of 50% for the initial first year from the date of this notification and an additional concession of 10% afterward on its applicable micro, small or medium scale categories.

(5) For north-eastern areas as defined in the North-Eastern Council Act, 1971 (84 of 1971), an additional concession of 10% irrespective of the scale of the enterprises.  


  • The most crucial step in the certification procedure is product testing, which establishes whether the product's quality standards satisfy Indian requirements.
  • Installing test equipment in the internal manufacturing test laboratories for the same reason requires investment in testing facilities.
  • In addition to the fees listed above in the table, we might ask you to cover the cost of a pre-visit at your factory to make sure your product complies with applicable Indian Standards and BIS certification requirements.


Documents Required For Low-Voltage Controlgear Certification As Per Is/Iec 60947 Part 5 Under BIS Scheme X


  • The BIS application form should be properly filled out using BIS instructions.
  • Paper with applicant's and factory's names as well as addresses
  • Report of third-party lab test conducted in India Standards.
  • Authorization letter by the Chief Executive Officer if the application has been signed by an authorized signatory.

  • When registering for the BIS Scheme X License, certain points need to be considered, they are:
  • While choosing the agency and lab to register for BIS scheme X the license of the lab should not be suspended.
  • The manufacturer, the owner of the brand, and the authorized Indian representative must all sign the paperwork.
  • Product details should be carefully entered in CDF, and product component information should be accurate in CCL.
  • The test report is good for 90 days or three months. It must be turned in to BIS before that time.
  • Before your sample is tested at the lab, all necessary paperwork must be ready.
