Under  IS/IEC 60947:PART 2:2016, it is crucial for electrical industry manufacturers of low-voltage switchgear and control gear, namely overcurrent protection devices, to be aware that the government has restructured Scheme II and renamed it Scheme X. A primary goal of the recently established program is to give low-voltage switchgear and control gear devices more attention. This will guarantee that the manufactured goods are reliable and safe. Because there will be more trust and a sense of dependability regarding the products without any doubts about their security, this will foster a positive relationship between the manufacturer and the consumer.

When a fault, like an overload or a short circuit, occurs, circuit breakers are made to trip automatically. They come in a range of sizes and ratings to correspond with the electrical load they are protecting, and they can be either thermal-magnetic or electronic. Usually, they are rated according to their breaking and current carrying capacities, or the highest current they can safely interrupt.

Circuit breakers must be fitted and maintained correctly to ensure their dependability and efficacy in safeguarding electrical equipment and machinery. A certification like BIS scheme X will check whether the product complies with the Indian government norms of safety and reliability of electrical equipment. This ensures that the product is well structured to avoid any damage and assure staff safety, the electrical system and circuit breakers must also be correctly constructed to withstand the load. This is an effective way to promote security for the consumers.

Requirements for safety switches to have a  BIS Scheme X license

These are the necessities to own a BIS scheme X certification:

  • Manufacturers: Only manufacturers, not importers or traders, are eligible to acquire a BIS Scheme X certification. If the company is granted an overseas production license, it must have an Authorized Indian Representative (AIR) who acts as an importer.

  • Location of Production Unit: The manufacturer's address on the business license and the address on the application must match. A firm must have a separate BIS license for each manufacturing site it owns.

  • Product details: The technical file that is supplied contains details on the items' identity, description, materials, manufacturing process, quality assurance check, conformance reports, instructions, design, manufacture, and operation. Additional standards include subcontract agreements, test equipment specifications, and thorough compliance criteria to prove conformance.

Procedure for BIS Certification (Scheme X)

The process for obtaining Scheme X Certification for Low-Voltage Controlgear Proximity Switches is the same for both domestic and foreign manufacturers; however, foreign producers need to go through extra steps. For the same, this comprehensive guide:

A Complete Manual for Domestic Manufacturers:

1. Gaining an understanding of BIS Standards: Learn about the IS that pertains to your product.

2. Submission using the online portal: completing the online form and mailing it in with the necessary documents, including technical data, product details, and a compliance declaration.

3. Making a technical file comprises making a thorough technical file that contains

  • The description includes information on the product's dimensions, specs, and possible uses.
  • Included in the design are technical drawings for the design switchover.
  • Raw Materials and Components: Comprehensive information on suppliers and materials.
  • Manufacturing Process: All steps of the process, from obtaining raw materials to carrying out final testing, are recorded.
  • Quality control and internal testing plans, results, and compliance reports

4. Internal Testing: Tests for sustainability, safety, and performance must be conducted per BIS guidelines.

5. Third-party testing, if applicable: If a sample needs to be taken after the inspection, the labs handle the testing.

6. BIS Factory Inspection: BIS is able to look at the production facility's tools, processes, quality control, and compliance requirements.

Procedure for BIS Scheme X Foreign Manufacturers:

To comply with cross-border regulatory requirements, multinational corporations must take additional precautions.

1. Understanding of Indian Standards: Foreign manufacturers must have an AIR in order to manage BIS and take care of documentation, compliance, audits, and other duties on behalf of a foreign company.

2. Application Submission: Send in an online application for BIS certification, which includes AIR, and any further product details that are required.

3. Producing Technical Documents

The technical file will contain all of the following:

  • Product description: Details about the product, such as its dimensions, kind, and characteristics.
  • Design drawings are necessary for product design.
  • Information about Components and Materials: Information about raw materials and suppliers
  • Documentation of the Manufacturing Process: Quality Controls, Process Flow, and Production Procedure.
  • Examples of quality control methods include internal testing logs, third-party reports, and compliance with BIS Standards.

5. Testing and Compliance Report: Have the products tested by a reputable laboratory if needed.

6. Factory Inspection (Foreign): To compare the layout, standards, and production quality, ask a BIS inspection team to visit the manufacturing plant overseas.

7. Import Permits and Customs Clearance: In order to ensure that their import certifications and documentation are suitably aligned for regulatory clearance and a seamless entry into the Indian market, foreign companies must adhere to Indian customs legislation.

An overview of the primary differences:

  • International producers must choose an authorized Indian representative.
  • Factory inspection: BIS inspections of factories abroad may necessitate extra preparation and approvals.
  • This complicates the import and distribution process because import and customs documentation are required.
  • To sell their products in India under the reliable Scheme X BIS certificate, both foreign and domestic manufacturers must prove they complied with Indian laws.

The guidelines for the nomination of an authorized Indian representative (AIR) are as follows:

International applicants must appoint an Authorized Indian Representative (AIR) to conduct business in India to get a BIS Bureau of Indian Standards Scheme X certificate. In India, a local office is necessary. As the local agent, AIR manages and submits certification applications. You can also ask them questions.

Foreign enterprises must adhere to the following rules when selecting an approved Indian representative (AIR):

Situation 1: Foreign manufacturers have a liaison or branch office in India. The liaison officer will be paired with an AIR officer.

Situation 2: The foreign producer does not have a branch or liaison office in India. The brand or trademark mentioned in the article is owned or registered in India. The brand or trademark shall belong to AIR. The brand or trademark mentioned in the article has no proprietor or registered user in India. Other firms or organizations will take the place of AIR.
