requirements
1.1 This standard prescribes the minimum performance requirements of
bullet resistant jackets for protection against small arms and ammunition
and provides procedures for their evaluation. The scope of the standard is
limited to physical and ballistic evaluation of bullet resistant jackets against
in-service small arms ammunition (see Table 7) used by the Indian armed
forces, paramilitary, state police forces and other law enforcement
agencies.
1.2 Physical and ballistic evaluation criteria and measurements are
confined to the laboratory and testing conditions only. The data generated
are strictly valid for comparison under same conditions of test.
1.3 This standard does not cover the threats from knives, sharply pointed
instruments and shards, splinters and fragments from the hand grenades.
These aspects may be dealt with in other standards.
IS 17051 specifies the quality parameters or characteristics of the Textiles

1. Mandate for ISI Mark Certification of Textiles - Bullet resistant jackets -
Performance requirements (IS 17051)
In exercise of the powers conferred by sub-sections (1) and (2) of section
16 read with section 17 and sub-section (3) of section 25 of the Bureau of
Indian Standards Act, 2016 (11 of 2016), the Central Government is of the
opinion that it is necessary so to do in the public interest and after
consulting the Bureau of Indian Standards, hereby makes the following
Order, namely
Protective Textiles (Quality Control) Order, 2022.
As per the Protective Textiles (Quality control) order, all the manufacturers
of Textiles - Bullet resistant jackets - Performance requirements are
obligated to obtain ISI Mark Certification.
2. Types of Textiles - Bullet resistant jackets - Performance requirements

License is granted to use Standard Mark as per IS 17051 with the following
scope:

In the certification process, product testing is the most important stage as it
determines whether the quality of the product meets Indian standards.
For the same purpose, investments in testing facilities are required to install test
equipment for internal factory test laboratories.
Apart from charges mentioned above in the table, we may ask you to
pay/reimbursement for a Pre-Visit at your Factory Premises to ensure the
conformity of your product as per the relevant Indian Standard & BIS guidelines
for its BIS certification.
