The manufacturer will become the AIR if they have a liaison office or branch office in India.
A foreign producer must designate AIR for an import licence, and this individual must match that identified in the WPC ETA application.
For domestic manufacturers: The domestic manufacturers may apply directly for a WPC ETA licence, WPC import licence, and WPC export licence without involving AIR.

WPC ETA (EQUIPMENT TYPE APPROVAL) CERTIFICATION PROCESS
1.Checking the EN Standard and RF-Test Report - The WPC ETA certification process begins with a review of the EN Standard and frequency range in the product's RF-Test report. A self-declaration certificate is issued if the frequency range corresponds to one of the necessary devices that operate under a DE Licence.
2.Document Preparation - After confirming the frequency range from the RF-Report, all of the aforementioned documents are gathered in accordance with that.
3.Online portal generation - To obtain login information, a WPC online application must be completed on the Saral Sanchar portal.
4.Government Fees Can Be Paid Online - Government fees can be paid online.
5.Online/Offline Document Submission - The applicant must submit the necessary documents to the WPC authority both online and offline for a particular type of licence.
6.Document Verification - WPC personnel will check the documentation and the RF test report. WPC representatives may ask for the missing document or additional information, as necessary, for clarification if the documents submitted are not in order.
7.WPC ETA Certificate Grant - If WPC officials are pleased with the product's documentation and test results, an Equipment Type Approval Certificate (WPC certificate) will be given.
