The Government of India issues a Quality Control Order to mandate the use of the ISI Mark under the BIS Certificate of Conformity (CoC). The Government has made the ISI mark compulsory for certain products for several reasons, such as public interest, preservation of human and animal health, protection of the environment, prevention of unfair trade practices, and national security.


Overview: BIS QCO for Aluminium and Aluminium Alloy Products Extension


There is an important update for all the Aluminium and Aluminium Alloy manufacturers. Recently, an extension of the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2023 has been issued which is called - the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2024.


The Aluminium and Aluminium Alloy Products (Quality Control) Order, 2023, was published in September 2023 and was set to come into force in March 2024. According to the general, small, and micro enterprises, the current order has extended the implementation time period.


The Aluminium and Aluminium Alloy Products BIS QCO 2024 was issued by the Ministry of Commerce and Industry Department for the Promotion of Industry and Internal Trade.


1. Date of Implementation :

 

For the general enterprises except micro and small enterprises, this order shall come into force on the 1st of April 2025.

Implementation Timeline

  • General Business: 1st April, 2025
  • Small Business: 1st October, 2025
  •  Micro Business:1st July, 2025


The micro-enterprises and small enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006 (27 of 2006) shall conform to the respective Indian Standards.


2. Applicability:

This order applies to Aluminium and Aluminium Alloy Products Extension Order.

Exemptions

This order does not apply to:

  • The goods manufactured in India are intended for export.
  • Goods or articles that are imported up to two hundred kilograms per year for research and development by manufacturers of Aluminium products. 
    • The condition for these imported products is they shall not be sold commercially and shall be disposed of as scrap. The manufacturer shall maintain a year-wise record of such imported products and furnish to the Central Government on its letterhead duly signed by its authorized signatory.




To stand the test of quality requirements, all the Aluminium and Aluminium Alloy Products must adhere to the corresponding Indian Standards as follows -

Note - For above mentioned Indian Standards, the latest version of Indian Standards including the amendments, as notified by the Bureau of Indian Standards from time to time shall apply.

 

3. Standards Compliance: 


Goods or articles of Aluminium and Aluminium Alloy Products must adhere to the corresponding Indian They should have the Standard Mark under a license from the Bureau according to Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

4. Certification and Enforcement: 


The Bureau of Indian Standards is recognized as responsible for certifying and enforcing the quality standards applicable to  Aluminium and Aluminium Alloy Products products. Anyone who violates the conditions of this order shall face the consequences according to the applicable Act. For this QCO implementation authority is the Bureau of Indian Standards (Government of India)


How BIS Works For  Aluminium and Aluminium Alloy Products  :

 

BIS certification frequently involves licensing and surveillance procedures. The licensing procedure consists of the following steps:

  • The manufacturer shall apply for BIS certification.
  • A BIS officer will conduct a preliminary inspection of the factory.
  • After the assessment, product samples will be examined.
  • After the examination, the BIS officer will decide the outcome based on the test results and inspection etc.
  • The inspecting officer will use the surveillance method after the inspection procedure to perform a thorough examination of the factory.

The surveillance technique involves the following steps:

  • The inspection body will go to the factory to confirm the test outcome.
  • The inspection officer will forward the samples to independent labs.
  • The test report will include commentary or a description of the complaint related to the inquiry.
  • Following the assessment of the report, the BIS license is issued for  Aluminium and Aluminium Alloy Products
