The Indian Government directs the mandatory use of Standard Mark under a License or Certificate of Conformity (CoC) from BIS through issuing QCOs. Compliance with Indian Standard. It is made compulsory by the Government under various considerations such as – Public Interest, Protection of human, animal, or plant health, the safety of the environment, prevention of unfair trade practices, and national security.
OVERVIEW For BIS QCO Cast Iron
Recently, the Ministry of Commerce and Industry has introduced a comprehensive quality control directive known as the "Cast Iron Products (Quality Control) Order, 2023."
Following the date of publication in the Official Gazette, this regulation will come into force after six months. According to Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018, all cast iron products must comply with the relevant Indian Standard 1726:1991 (Cast Iron Manhole Covers and Frames) and display the Standard Mark, which can only be obtained by obtaining a license from the Bureau of Indian Standards.
The Bureau of Indian Standards has been designated as the certifying and enforcing authority for Cast Iron Products.
Any violation of this order will incur penalties as per the provisions outlined in the Bureau of Indian Standards Act, 2016.
APPLICABILITY OF THE ORDER
This order does not apply to domestically manufactured goods or articles intended for export.
The order takes effect nine months after the date of publication for small enterprises, as defined in clauses (h) and (m) of section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006).
In the case of micro-enterprises, the order becomes applicable after twelve months from the date of publication.
All stakeholders must comply with the specified standards and regulations to ensure the quality and conformity of cast iron products in the market.
