The Government of India issues the Quality Control Orders (QCOs) mandating the use of the Standard Mark under a BIS Certificate of Conformity (CoC). The government made it essential for a variety of reasons, including public interest, human and animal health preservation, environmental safety, the prevention of unfair trade practices, and national security.


Overview: BIS QCO for Cross-Recessed Screws


We are glad to inform you about an important update on the Indian Standard for        Cross Recessed Screws (Quality Control) Order, 2024, which applies to all existing license holders, new applicants, producers, importers, and product dealers.


The Cross Recessed Screws BIS QCO 2024 was issued by the Ministry Of Commerce And Industry Department For the Promotion Of Industry And Internal Trade.


1. Date of Implementation :


The implementation date is March 17th, 2025, and was issued on 17 September 2024. Let’s stay updated through this given BIS QCO document pdf.


Implementation Timeline


  • General Business: Six months after the publication of the QCO.
  • Small Business: Nine months after the publication of the QCO.
  • Micro Business: Twelve months after the publication of the QCO.


2. Applicability:


This order applies to Cross-Recessed Screws products. The order does not include products intended for export.


Exemptions


This order does not apply to:


  • The domestically manufactured goods for export.
  • The imported goods as part of finished products, sub-assemblies, or components.
  • The imported goods by domestic manufacturers for producing products which are intended for export.


Exemptions for Micro and Small Enterprises


Micro and small enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, are exempt from implementing the relevant Indian Standards if they:


  • Are registered on the Udyam portal of the Ministry of Micro, Small, and Medium Enterprises.
  • Have an investment in plant and machinery not exceeding ₹25 lakh.
  • Have a turnover not exceeding ₹2 crore for the previous financial year, certified by a Chartered Accountant

Note - For above mentioned Indian Standards, the latest version of Indian Standards including the amendments thereof, as notified by the Bureau of Indian Standards from time to time shall apply.


3. Standards Compliance:


Goods or articles of Cross Recessed Screws must adhere to Indian Standard IS 18471 (Part 1): 2023 / ISO 15481:1999 (Fasteners - Cross Recessed Drilling Screws with Tapping Screw Thread Part 1 Pan Head). They should have the Standard Mark under a license from the Bureau according to Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.



4. Certification and Enforcement:


The Bureau of Indian Standards is recognized as responsible for certifying and enforcing the quality standards applicable to Cross-Recessed Screws products.


  • Anyone who violates the conditions of this order shall face the consequences stipulated in the applicable Act.
  • For this QCO implementation authority is the Bureau of Indian Standards (Government of India)


How BIS Works For Cross-Recessed Screws  :


BIS certification frequently involves licensing and surveillance procedures. The licensing procedure consists of the following steps:


  • The manufacturer should have to apply for BIS certification.
  • A BIS officer will conduct a preliminary inspection of the chemical factory.
  • After the assessment, product samples will be evaluated.
  • Following the examination, the BIS officer will determine the outcome.
  • The inspecting officer will use the surveillance method after the inspection procedure to perform a thorough examination of the plant.


The surveillance technique involves the following steps:


  • The inspection body will go to the factory to confirm the test findings.
  • The inspection officer will forward the samples to independent labs.
  • The test report will include commentary or a description of the complaint related to the inquiry.


Following the assessment of the report, the BIS license is issued for Cross-Recessed Screws
