The government has made it mandatory for several reasons, including the public interest, the protection of the health of people, and animals, the environment's safety, the avoidance of unfair trade practices, and national security.


Overview For BIS QCO Steel and Steel Products (Ferromanganese)


Recently, the Ministry of Steel, Technical division has introduced a quality order called the Steel and Steel Products (Quality Control) Order on   

This order is extended to Ferromanganese (IS 1171:2011) on 

The Bureau of Indian Standards has been designated as the certifying and enforcing authority for Ferromanganese. Any violation of this order will incur penalties as per the provisions outlined in the Bureau of Indian Standards Act, 2016.

1.  Date of Enforcement :

On November 8th, 2024, the Steel and Steel Products (Quality Control) Order, shall take effect.

2.  Applicability:

This Order covers Ferrochromium, Ferromanganese, Silicomanganese

3.  Standards Compliance:

Ferromanganese must conform to Indian Standard IS 1171:2011 and bear the Standard Mark under a license from the Bureau of Indian Standards as per Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

4.  Certification and Enforcement:

The Bureau of Indian Standards (BIS) shall be the certifying and enforcing authority for Ferromanganese.


How BIS Works For Ferromanganese


Licensing and surveillance procedures are typically part of the BIS certification process.

The licensing procedure entails the following steps:

  • The manufacturer files the application for BIS certification.
  • The chemical plant will be inspected in advance by the BIS officer.
  • Following the examination, the product samples will undergo testing.
  •  Following the assessment, the BIS officer will determine the outcome.
  • The inspecting officer will carry out the surveillance procedure following the inspection process in order to do a thorough examination of the factory.

The surveillance procedure entails the following steps:

  • The factory will be visited by the inspection body to verify the test findings.
  • The samples will be sent to the independent labs by the inspecting officer.
  • The test report will provide commentary or a synopsis of the complaint regarding the inquiry.
  • The report on the performance review will be written.
  •  Following the assessment of the report, the BIS license is issued.
