Flashlight (Quality Control) Order, 2025 - IS 2083:2024

An Overview of the Bureau of Indian Standards QCO for Flashlight

The government just released the Flashlight (Quality Control) Order, 2025. This directive was issued by the Department for Promotion of Industry and Internal Trade of the Ministry of Commerce & Industry. The flashlights are covered under this order.

Implementation Date: According to Scheme-1 of Schedule II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018, flashlights must adhere to Indian Standard 2083:2024 and display the Standard Mark under a license from the Bureau of Indian Standards (BIS) as of this date.

However, starting on the date specified, micro, small, and medium-sized businesses—as defined by the Micro, Small, and Medium Enterprises Development Act, 2006 (No. 27 of 2006)—must also adhere to these requirements.

This order is an exemption for: 

• Domestically produced goods or products intended for export.
• Manufacturers may import up to 50 flashlights or comparable products annually by manufacturers for research and development purposes without any limitations. However, these products cannot be sold and will eventually be discarded as scrap. Manufacturers must also maintain annual records of these imports and submit them to the central government upon request.

Note: The Bureau of Indian Standards (Government of India) is the implementation authority.

• For small businesses: 21 October 2025
• Regarding (micro-businesses): January 27, 2026
