The Government of India issues Quality Control Orders (QCOs) mandating the use of the Standard Mark under a License or Certificate of Conformity (CoC). The government made it necessary for various reasons, including public interest, preservation of human and animal health, environmental safety, avoidance of unfair trade practices, and national security.


Overview For BIS QCO for the Machinery And Electrical Equipment Safety


We feel obliged to inform you about an important update on the Indian Standard for Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, which applies to all existing license holders, new applicants, producers, importers, and product dealers.


This Order is called as the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024 and it is issued by Ministry of Heavy Industries.


1. Date of Enforcement :


When any amendment or revision is made by the Bureau to any of the Indian Standards specified in the Schedules, such amendment or revision shall apply to this Order with effect from such date as notified by the Bureau on this behalf.


2. Applicability:


In this particular QCO order, the products are divided into three schedules, wherein each table is dedicated to mentioning product details of the respective schedule.


Let’s understand the division;


Each machine, or as the case may be, electrical equipment specified in the First Schedule shall conform to the corresponding Indian Standards, as applicable, as given below:-


(a) Type A standards as given below: IS 16819:2018/ISO 12100:2010 (Safety of Machinery General Principles for Design- Risk Assessment and Risk Reduction and,


(b) Type B Standards –as per the second schedule; 


(c) Type C Standards – as per the Third Schedule:


Provided that if a Type C standard deviates from one or more technical provisions dealt with by the Type A or Type B standard, the Type C standard takes precedence.


Products covered under the First Schedule -


  1. All types of pumps for handling liquids, liquid elevators
  2. All types of compressors and their assemblies
  3. All types of machinery for the treatment of material by a process involving a change in temperature
  4. All types of centrifuges, filtering and purifying machinery for liquid and gas, and their assemblies
  5. All types of machinery for filling, closing, sealing, labeling, 



3. Standards Compliance:

The schedule shall bear the standard ISI mark under a license from the Bureau, or issued with a certificate of conformity in case the machine, or electrical equipment, is not desired to be manufactured continuously as provided in Scheme X of the Conformity Assessment Regulations.



Market surveillance –– The market surveillance in respect of any machine or electrical equipment, as the case may be, under these rules, shall be governed by such guidelines as issued from time to time.




4. Certification and Enforcement:


The Bureau shall be the certifying and enforcement authority in respect of the machines or the case of electrical equipment.


Anyone who violates the conditions of this order shall face the consequences stipulated in the applicable Act.


The Implementation Authority for this QCO is the Bureau of Indian Standards (Government of India)


How BIS Works For  Machinery and Electrical Equipment Safety :


BIS certification often includes licensing and surveillance processes. The licensing procedure includes the following steps:


  • The manufacturer needs to apply for BIS certification.
  • The chemical facility will be examined in advance by a BIS officer.
  • Following the assessment, product samples will be tested.
  • Following the evaluation, the BIS officer will decide on the outcome.
  • The inspecting officer will carry out the surveillance method after the inspection process to conduct a complete evaluation of the plant.


The surveillance technique includes the following steps:


  • The inspection body will visit the factory to verify the test results.
  • The inspection officer will send the samples to independent laboratories.
  • The test report will include commentary or a summary of the complaint regarding the inquiry.
  • A report on the performance review will be written.
  • Following the assessment of the report, the BIS license is issued for Machinery and Electrical Equipment Safety.
