Stainless Steel Pipes and Tubes (Quality Control) Order, 2025

Welcome Reader, This is to notify you that, in accordance with the Bureau of Indian Standards Act, 2016 (11 of 2016), the Government of India has released the Stainless Steel Pipes and Tubes (Quality Control) Order, 2025. Stainless steel seamless tubes and pipes for general service with IS 17875: 2022 and stainless steel welded tubes and pipes for general service that meet IS 17876: 2022 shall conform to the guidelines mentioned in the QCO. All current licensees, new applicants, businesses, distributors, and exporters of stainless steel pipes and tubes are bound by this regulation. It was released by the Ministry of Commerce and Industry's Department of the Promotion of Industry and Internal Trade.


Compliance Requirements

  1. Indian Standard: General service pipes and tubes made of stainless steel seamless and welded pipes and 2025 general service tubes must comply with the relevant Indian Standard mentioned in the Quality Control Order.
  2. Standard Mark: They must carry the Bureau of Indian Standards (BIS) certification mark, granted under a license by Scheme-1 of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.
  3. Applicability: This is applicable to all sellers, manufacturers, and importers in the Indian market.


Exemptions

  • Exports: Export-bound domestically produced stainless steel pipes and tubes are exempt.
  • Research & Development: Producers can import a maximum of 500 kilograms annually for R&D. However, they cannot be sold in the market, and they must be disposed of as scrap after use. Producers are required to keep records and provide them to the Central Government on demand.
  • Pre-existing Stock: Products produced or imported before the start of the order can be sold for six months, provided the manufacturer is certified by BIS or has applied for certification. The manufacturer should notify BIS of this.

Timeline of Implementation


As soon as the Stainless Steel Pipes and Tubes (Quality Control) Order, 2025, is gazetted in the Official Gazette, it shall come into operation.


Authority for Regulation

This directive is certified and implemented by the Bureau of Indian Standards (BIS).


Penalties for Failure to Comply

Any person contravening this directive is punishable under the 2016 Bureau of Indian Standards Act.
