The Government recently issued the Vinyl Sulphone (Quality Control) Order, 2024. The Department of Chemicals and Petrochemicals of the Ministry of Chemicals and Fertilizers issued this order.
1. Date of Implementation:
This order shall come into force on the 14th of May, 2025.
2. Applicability:
This order applies to the Vinyl Sulphone
Exemptions:
This order does not apply to the said products that are meant for export.
To fulfill the quality requirements, all the Vinyl Sulphone products must comply with the corresponding Indian Standards as follows -

Note—For the Schedule, it is specified that the Bureau publishes the most recent version of the Indian Standards from time to time under the provisions of the Indian Standards Act, 2016 (11 of 2016).
3. Standards Compliance:
The product - Vinyl Sulphone must comply with the corresponding Indian Standard. The products must bear the Standard Mark under a license from the Bureau following Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018,
4. Certification and Enforcement:
The Bureau of Indian Standards is recognized for certifying and enforcing the quality standards applicable to Vinyl Sulphone IS 18340: 2023 products. Violators of such conditions of this order shall face the penalty according to the applicable Act. The QCO implementation authority is India's national standards authority, the Bureau of Indian Standards (BIS).
BIS certification frequently involves licensing and surveillance procedures. The procedure of licensing has the following steps:
● The manufacturer shall apply for BIS certification.
● The BIS officers will conduct a preliminary inspection of the factory.
● Afterwards product samples will be checked.
● According to the test results the BIS officer will decide the outcome.
● Following the inspection, the inspecting officer will conduct a complete factory assessment through surveillance.
The surveillance technique involves the following steps:
● The BIS inspectors will contact the factory to examine the test results.
● The inspection officer will send the samples to the separate labs.
● The test report will include remarks about complaints or inquiries.
● Following the report's assessment, the BIS license is issued for Vinyl Sulphone.
